MINING CHARTERs

The Broad-Based Black Socio-Economic Empowerment Charter for the South African Mining and Minerals Industry, commonly known as the Mining Charter, is a government document setting out Black Economic Empowerment (BEE) targets and the blueprint for the transformation of the mining industry.

The Mining Charter was established through the Mineral and Petroleum Resources Development Act (MPRDA) in 2002, as a means of promoting access to the country’s mineral wealth and fostering the advancement of historically disadvantaged South Africans (HDSA) within the mining sector. This initiative aimed to expand the existing skill base and create opportunities for HDSA individuals while promoting investment, diversity, and socio-economic upliftment in mining communities.

SOCIAL & LABOUR PLANS

Social and Labour Plans (SLP) is a document that outlines how the mine will benefit communities affected by mining operations.  This document will include how and when they will address issues in the local communities such as employment equity, human recourses development programmes and skills development. Social and economic development issues will also be addressed, which includes:

  • improving local infrastructure- including schools and roads
  • providing accommodation for workers and their families
  • establish water and sanitation facilities in the surrounding areas.

After a company has been granted a mining permit, the social and labour plan they presented becomes a binding legal agreement.

Ciyandza will assist your company to draft a successful Social & Labour Plan document by conducting preliminary assessments, co-ordinate workshops and meetings between the department and clients, providing administrative support, compiling statistical reports, drafting inspection plans, etc ensuring the promise of uplifting all mining communities

EMERGING MINER DEVELOPMENT

“Emerging miners”, a relatively new term in South Africa, refers to smaller mining companies or micro-enterprises. Most are new entrants to the industry and many have full BEE credentials.

Emerging miner development refers to initiatives that are designed to support the development of small and medium-sized mining companies in South Africa. This can include access to financing, technical assistance and capacity-building programmes.

Emerging farmer development refers to initiatives that are designed to support the development of small and medium-sized farmers in the agriculture industry. The goal of emerging farmer development initiatives is to promote the growth and sustainability of small and medium-sized farmers and to increase their participation in the agriculture industry.
